I recall a number of old park remnants where the walkways used to be but I can't specifically remember any railings. Seems like this may have been upstream though - I can't see why a rescue near the entrance would be a problem.

I would have to agree. I was confused by the news story as well. 100ft? Where? I thought the upper was closed/posted. I also read on one of the news sites that they were on a log trying to cross... why do people have to be stupid with this stuff?
