Ugh! I hate reading these stories! You know what this means, don't you? One strike down, one to go...

I really wish that there was a way to get the word out to people to NOT call the police or DEC unless the bear poses an immediate threat.

I personally blame the media and the RPD. Firstly the media shouldn't have made such a spectacle out of it so there were hundreds lining the street watching, and secondly RPD should have closed down the street.
