A few to get started:
Keep that horizon level.
I use a polarizer to control glare, but I found that cutting glare completely also removes the pleasant blue color of water. I often cut glare by roughly 20-30% with the polarizer to get the best of both.
Include the beach! Better yet, include objects on the beach... though life guard towers are way too cliche!
33% sky or 33% water.... try and see which one works better for you.
Shoot with the sun behind you or right above for the best blue sky reflections.
When capturing waves, try for a 1/3 second shutter speed to get a sense of motion. Use a tripod for this.
