DEC seeks changes for proposed Seneca Lake gas storage facility

New York's Department of Environmental Conservation has withheld its approval of the draft environmental impact statement for a proposed underground liquid petroleum gas storage facility planned for Schuyler County until the document is revised to include several recommendations from the state agency.

When the additional information is received and if it satisfies the DEC's requirements, the impact statement will then be presented for public review and comments before any permits for the construction of the $40 million facility can proceed.

Inergy Midstream LLC, of Kansas City, Mo., is looking to establish the storage facility on the western side of Seneca Lake in the Town of Reading. Plans for the former New York State Electric & Gas property include storing propane and butane in depleted salt caverns on part of the 576-acre parcel near routes 14 and 14A, a 14-acre brine pond on a steep slope above Seneca Lake, a six-track railroad siding and a truck loading station.

The project has pitted groups wishing to reap the project's economic benefits against those looking to prevent further industrialization near Seneca Lake.

In an e-mail, Inergy spokesperson Debbie Hagen said the company is already in the process of making the changes and anticipates providing DEC with the additional material by the end of this week.

Meanwhile, a spokesman for Gas Free Seneca -- one of several groups that oppose the project -- said it is apparent that DEC is still not satisfied with the preliminary environmental impact statement and that Inergy continues to submit a flawed document that contains inaccuracies, inconsistencies and contradictions.

"DEC seems particularly concerned with the cement bond that is intended to isolate one of the wells, or salt caverns, from groundwater sources, which is one of our primary concerns as well," group spokesman Joseph Campbell said.
