Recently I was trying the Neewer vari ND filter to capture the motion of a flag in the wind. Here are some of my results.
F 3.9, 1/350sec., 1 click of ND filter.
F 8.6, 1/20sec, -0.07 EV, 5 clicks of ND filter.
F 8.4, 1/3sec, -0.03 EV, 9 clicks of ND filter.
I shot these in Aperture mode, while adjusting the filter.

I think it works! Keep at it. Maybe it would be a matter of getting the right shutter speed to give a strong sense of motion, but still maintain a recognizable flag. Maybe zoom in a bit more, and use "exposure compensation" on your camera to increase the exposure (to make the flag brighter against the backlist sky).
